REQUEST FOR TENDER

TANK STREET RECONSTRUCTION PROJECT

Tender submissions shall be received for the 2024 Tank Street Reconstruction Project from Discovery Line to the Community Recreation Centre (YMCA) until Tender Closing at 2:00 PM on Tuesday, March 12th, 2024. This Request for Tender will use petrolia.bidsandtenders.ca as the Bidding System

The work generally consists of the supply of all labour, materials, equipment, and appurtenances necessary for the following: 

1. Removals

  • Remove and dispose of existing asphalt/tar and chip road pavement structure and granular road base materials.
  • Sub-excavate and dispose of unsuitable road subgrade as directed by EXP – geotechnical consultant.
  • Strip and dispose of all grass and vegetation.
  • Remove and store select signs for re-use.
  • Remove and sub-excavate phragmites in east roadside ditch.
  • Remove select existing catchbasins, storm mains and drains in the west roadside boulevard.
  • Strip and stockpile topsoil from grassed boulevard areas and west swale areas for re-use.
  • Sawcut and mill asphalt at existing driveway at reconstruction limits and asphalt driveway entrances.
  • Remove and dispose of existing gravel in driveways.
  • Remove and seal connections into existing catchbasins as noted.
  • Remove and dispose of existing corrugated steel pipe driveway culverts in roadside ditch/swale.
  • Dispose of excess soil as and where approved by EXP – geotechnical consultant.

2. Stormwater Works

  • Re-grade (cut/fill) swale in west boulevard to new design elevations and grades.
  • Re-use existing granular road base or subbase materials in east roadside ditch, if approved by EXP – geotechnical consultant or supply, place and compact imported granular material.
  • Re-grade (cut/fill) ditch in east boulevard to new design elevations and grades.
  • Supply and install new concrete ditch inlet catchbasins low points in west roadside swale.
  • Supply and install new HDPE front-yard catchbasins in select locations in west boulevard.
  • Supply and install new PVC storm pipes between existing catchbasins and new front-yard catchbasins in west boulevard.
  • Supply and install new PVC storm main crossings under road to outlet stormwater to opposite roadside ditch.
  • Supply and install new subdrain with filter sock and geotextile wrapped clearstone trench under east roadside ditch.
  • Supply and install new corrugated steel pipe (arch or round) driveway culverts in east roadside ditch.
  • Supply and install rip rap on filter cloth at driveway culvert ends and private swale/ditch outlets into east roadside ditch.

3. Road, Driveways & Shouldering

  • Transport, place and compact clay fill from Community Recreation Centre (YMCA) site stockpile in sub-excavated areas if/as directed by EXP – geotechnical consultant or supply, place and compact imported clay or gravel fill.
  • Supply and install Tensar BX1100 geogrid or approved equivalent over road subbase/under granular road base, if and as directed by EXP – geotechnical consultant.
  • Shape, grade, proof-roll and compact subgrade in road, shoulder, and driveway areas.
  • Supply, grade, and compact road, shoulder, driveway base granular materials (Granular ‘A’ and Granular ‘B’ – Type 2).
  • Supply, grade, and compact Granular ‘M’ on road shoulders and in gravel driveways.
  • Supply, place and compact asphalt pavement structure in roadway and asphalt driveways (HL8 base in 2024 and HL3 topcoat in 2025).
  • Adjust existing water valves in roadway to base asphalt elevation in 2024 and topcoat asphalt elevation in 2025.
  • Re-install signs at Tank Street/Discovery intersection.
  • Supply and place white stop bar and edge of pavement line paint at Tank Street/Discovery intersection.

4. Miscellaneous

  • Erosion control and management of stormwater in roadside ditches or groundwater in trenches as required.
  • Coordinate with EXP - geotechnical consultant as required for subgrade inspections, material testing and excess soil management.
  • Coordinate with utility companies (hydro and telecommunications) are required for infrastructure support or relocations throughout the project (pedestal and hydro service pole relocation required in one (1) location).
  • Re-place and grade stripped topsoil over disturbed ditch, swale and boulevard areas.
  • Transport, screen and spread topsoil from Community Recreation Centre (YMCA) site stockpile over disturbed ditch, swale and boulevard areas.
  • Supply and place hydroseed over all discussed ditch, swale and boulevard areas.
  • Supply and install bio-degradable single-net straw matting on 2:1 east roadside ditch slopes or as/where directed by the Engineer for erosion protection.

Each Tender shall be accompanied by a deposit, in the form of Digital Bid Bond in the amount of ten percent (10%) of the total tender price, made payable to the Owner (the Corporation of the Town of Petrolia). A Performance and Maintenance Bond for one hundred percent (100%) of the Contract Price and a Labour and Materials Payment Bond for one hundred percent (100%) of the Contract Price will be required from the successful Bidder
