REQUEST FOR TENDER COMMUNITY CENTRE BACKYARD PROJECT– PHASE I Civil works 360 Tank Street, Petrolia Tender submissions shall be received for the construction of Phase I – Civil Site Works of the 2023 Community Centre Backyard Project until Tender Closing at 2:00 PM on Thursday, October 5th, 2023. This Request for Tender will use petrolia.bidsandtenders.ca as the Bidding System. A mandatory Pre-Tender Site Meeting will be held at 12:30pm on Wednesday, September 27th, 2023 in the north entrance parking lot at the YMCA Community Centre at 360 Tank Street in Petrolia. The work generally consists of the supply of all labour, materials, equipment, and appurtenances necessary for the following: 1. Removals - Remove and stump select existing trees.
- Relocate two (2) existing trees of small caliper within YMCA property.
- Strip and dispose of all grass and vegetation.
- Strip and stockpile topsoil from work area in front yard (west) and in backyard (east) for re-use.
- Sawcut and mill asphalt at existing driveway entrance.
- Remove and dispose of existing asphalt and gravel pavement structure in existing driveway and parking lot.
- Remove select existing concrete bollards.
- Remove and dispose of existing ditch inlet catchbasin, concrete headwall, grate and connecting outlet pipe in Tank Street east roadside ditch.
- Remove and dispose of existing roadside, field catchbasins, catchbasin lids and connecting outlet pipes.
- Seal removed connections to existing storm pipes and manholes.
- Re-use topsoil from stockpiles currently located along the north and east property lines in project area where topsoil is required (quality of topsoil to be approved by the Engineer prior to re-use).
2. Soccer Pitches - Install perforated Big ‘O’ drainage tile runs in the east to west direction in the two (2) soccer pitches to be constructed on the north side of the site.
- Install perforated Big ‘O’ trench drains (headers for perforated tile runs) in north to south direction along the perimeter of the two (2) soccer pitches to be constructed on the north site of the site.
- Backfill Big ‘O’ drainage tile runs with fine gravel and graded sandy soil.
- Move, place, spread and grade 250mm of topsoil from the onsite topsoil stockpiles over the two (2) soccer pitch areas.
- Cut/shape and compact perimeter swales around the two (2) soccer pitches.
- Supply and install storm catchbasin manholes connected to the Big ‘O’ trench drains (headers) where noted along the perimeter swales.
- Move, place, spread and grade 150mm of topsoil from the onsite topsoil stockpiles over the perimeter swales.
- Supply and install black chain-link fencing of varying height (1.22m to 5.49m tall) with concrete caissons around three (3) of the four sides of both soccer pitches.
- Supply and apply hydroseed over both soccer pitches and all perimeter swales.
- Provisional: If directed by Engineer, supply, place and grade 150mm of screened imported topsoil over the two (2) soccer pitch areas and perimeter swales instead of onsite topsoil (if the onsite topsoil is found to be of unacceptable quality).
3. Relocate Excess Material Stockpiles - Relocate existing topsoil and excess soil stockpiles (excess from what is reused on site as part of the Phase I – Civil Works) to the southeast corner of the YMCA property as directed by the Engineer for future use.
- Shape excess soil/topsoil into mounds as directed by the Engineer and/or Town Representative for use as toboggan hills in the winter months.
- Supply and apply hydroseed over stockpile mounds.
4. Tank Street Roadside Ditch (East Side) - Fill in section of existing Tank Street roadside ditch with excess native clay material from site.
- Supply and install a new precast concrete ditch inlet manhole in the east roadside ditch at the northwest limit of the YMCA property.
- Supply and install new storm manhole at property line in new north parking lot driveway.
- Supply and install new storm main to connect new ditch inlet manhole to existing 1050mm diameter storm pipe running from north to south along the east side of Tank Street/in the front yard of the YMCA building.
- Re-grade section of existing east roadside ditch to accommodate location of new ditch inlet manhole (new Tank Street ditch low point).
- Move, place, spread and grade 150mm of topsoil from the onsite topsoil stockpiles over ditch banks.
- Supply and place hydroseed over the new and/or disturbed ditch banks.
- Provisional: If directed by Engineer, supply and place rip rap on geotextile on ditch slopes around new ditch inlet manhole to stabilize slopes instead of topsoil and hydroseed.
- Cut/shape and compact roadside swales running in the north-south direction along the new parking lots.
- Supply and install new precast concrete catchbasins at low points in the new roadside swales with storm leads connected to storm manholes or storm mains.
- Move, place, spread and grade 150mm of topsoil from the onsite topsoil stockpiles over swales.
- Supply and place hydroseed over the new roadside swales.
- Supply, place, spread, grade and compact granular material (Granular ‘M’) along east Tank Street roadside shoulder.
5. Parking Lots Along Tank Street - Supply and install new precast concrete catchbasins with subdrains in parking lot areas.
- Supply and install catchbasin leads connected to storm manholes or storm mains.
- Install concrete barrier curbs around parking lots and driveways.
- Install concrete sidewalks along parking lot areas where noted.
- Proof Roll/compact native subgrade and supply, place, spread and grade granular materials (Granular ‘A’ and/or Granular ‘B’) for parking lot and driveway pavement structure, temporary gravel driveway/parking lot area (northeast corner of the existing YMCA building).
- Supply, place and compact asphalt wearing surface in parking lots and on driveways (base coat in 2023 and topcoat in 2024).
- Adjust catchbasins and manholes in parking lots and driveways to match base coat in 2023 and again in 2024 to match topcoat/finished grade.
- Apply line painting and supply signs where noted in 2024 following topcoat asphalt.
6. Water Servicing - Supply and install tapping tee and valve on the existing 200mm diameter watermain in the municipal right-of-way on Tank Street.
- Supply and install a water meter pit just east in the boulevard on the east side of the property line along Tank Street.
- Supply and install a 75mm diameter water service from tee and valve, through the water meter pit to the stub location noted near the future washroom pavilion and cap for future use.
- Supply and install a 50mm diameter water service teed off the 75mm diameter service line to the stub location noted near the future in-ground vault for the future splash pad.
- Supply and install 45-degree elbows, tees, reducers, and caps wherever noted.
- Complete all notification, shut-down, testing and de-chlorination processes required by the Town’s water operator.
- Water service lines shall be a minimum of 1.8m deep otherwise shall be insulated for frost protection.
7. Sanitary Servicing - Supply and install a new sanitary manhole at property line in parking lot driveway located on the north side of the YMCA building.
- Supply and install a new sanitary manhole in the location shown near the future washroom pavilion.
- Install 150mm diameter sanitary service from existing sanitary manhole on Tank Street (in the roadway), through the new sanitary manhole to the new sanitary clean out location noted in the previous bullet.
- Supply and install a 150mm diameter sanitary service stub with cap from the new sanitary cleanout north towards the future washroom pavilion location for future use.
- Supply and install a 150mm diameter sanitary service stub with cap from the new sanitary cleanout southeast towards the future splash pad location for future use.
- Sanitary service lines shall be a minimum of 1.22m deep otherwise shall be insulated for frost protection.
8. Other Storm Servicing - Supply and install new precast concrete storm manholes, manhole catchbasins and catchbasins in the areas shown south of the two (2) soccer pitches and in front of the existing YMCA building (Tank Street side).
- Supply and install new storm sewer mains and leads (150mm to 450mm diameter) in the areas south of the soccer pitches, north and east of the existing YMCA building.
- Connect new storm infrastructure to the existing storm manhole outlet location near the northeast corner of the YMCA property.
- Adjust existing catchbasin lids to noted elevations where applicable.
9. Site Pathways - Compact native subgrade and supply, place, spread and grade granular materials (Granular ‘A’) for site pathways.
- Supply, place and compact Granular ‘M’ over the pathways noted as temporary gravel.
- Supply, place and compact asphalt wearing surface on site pathways up to noted limits.
- Move, place, spread and grade excess native clay material from site around and up to new asphalt and gravel pathways to provide a smooth transition between the new pathway elevation and the existing ground elevation in adjacent areas.
- Move, place, spread and grade 150mm of topsoil from the onsite topsoil stockpiles over areas disturbed by the works noted in the previous bullet.
- Supply and place hydroseed over the disturbed areas adjacent to the site pathways.
10. Civil Works for Future Electrical Servicing - Supply and install new cast-in-place architectural concrete lighting pole bases in the noted locations along the new parking lot areas as specified in the details.
- Supply and install 50mm diameter underground ducts complete with pull wire for future electrical runs from the existing YMCA building mechanical room to each concrete lighting pole base noted in the previous bullet.
- Supply and install 75mm diameter underground ducts complete with pull wire for a future electrical service to the future washroom pavilion and splash pad locations.
- Supply and install 45-degree, long sweep elbows and caps wherever noted.
11. Other Miscellaneous Works - Coordinate with utility companies and Geotechnical Consultant as required.
- Supply and place cedar mulch on geotextile in the noted garden locations.
- Fill in (shallow up) section of existing ditch along the east side of the existing south parking lot for the YMCA building using excess native clay material from site.
- Re-shape and compact ditch noted in the previous bullet to create a shallow swale along the east side of the existing south parking lot.
- Re-grading all grassed areas disturbed by servicing works to match existing site conditions.
- Fill area around new storm manholes with excess native clay material from site and grade to provide a smooth transition from finished lid elevation to existing surrounding ground elevations (new storm manhole lids will be higher than the existing finished grade in the grassed areas).
- Move, place, spread and grade 150mm of topsoil from the onsite topsoil stockpiles over swale, noted garden areas, and all other disturbed grassed areas.
- Supply and place hydroseed over the new swale, noted garden areas, and disturbed grassed areas restored with topsoil.
- Fine grade all areas beyond the north YMCA property limits that were previously used to stockpile excess topsoil.
- Stake locations of all capped ends of underground infrastructure (water, sanitary, storm, electrical conduit) and either provide GPS coordinates of all caps or provide a map showing the relative location of the caps via measurements from nearby surface features to the Engineer for future use.

Each Tender shall be accompanied by a deposit, in the form of Digital Bid Bond in the amount of ten percent (10%) of the total tender price, made payable to the Owner (the Corporation of the Town of Petrolia). A Performance and Maintenance Bond for one hundred percent (100%) of the Contract Price and a Labour and Materials Payment Bond for one hundred percent (100%) of the Contract Price will be required from the successful Bidder.
